consideration of local goverment as an instrument of decentralized development is a study of continuing tension between alternative conception, ideas and defintions, because these are determined by alternative image in the mind of the observer. these tensions and subsequent confusions, underlie concepts of decentralized development but they are also important in understanding local goverment.
it is fairly obvious, but not always made explicit that local goverment encompasses a wide variety of structures, roles and behaviors, a factor taht taken on more significance when it is linked with the concept of decentralization. by decentralizing, a "superior" goverment one encompassing a large juridiction a assigns responsibility, authority or functions to a "lower" governmental unit one encompassing a smaller juridiction.
